Britain’s failed infrastructure projects reflect a deeper malaise – not just in the UK, but in much of the developed world: of a system of development that overpromises, underdelivers, and gets bogged down in a tangle of regulation, litigation, and political risk aversion. This poor performance is driven by what he terms the “four sublimes”: the technological, political, economic, and aesthetic thrills that motivate planners to pursue grand projects, often at the expense of realism.
